VTL (Air) Checklist for Travel to Singapore
NOTICE:
The following measures are applicable for VTL travellers entering Singapore from 21 Feb 2022, 2359h (SGT).
Long-Term Pass holders (excluding Work Permit holders) are no longer required to apply for a Vaccinated Travel Pass (VTP).
Assessed travel history will be reduced from 14 days to 7 days
On-arrival Polymerase Chain Reaction (PCR) test at the airport will be replaced with a supervised self-administered Antigen Rapid Test (ART) at a Quick Test Centre (QTC) or Combined Test Centre (CTC), to be completed within 24 hours of arrival in Singapore. Travellers who have prepaid for the PCR test can expect a refund from the Changi Airport Group (CAG) for their unutilised test (excluding the S$3 administrative fee) 7 days after their scheduled booking date.
Unsupervised self-administered ARTs will no longer be required on Days 2 to 7 of arrival in Singapore.
VTL travellers who enter Singapore before 21 Feb 2022, 2359h (SGT) are required to continue with the existing testing regime (i.e. on-arrival PCR test and unsupervised self-administered ARTs from Days 2 to 7.
Vaccinated Travel Lane (Air) Travel Checklist
The following types of travellers are eligible for VTL (Air) but must fulfil the requirements in this checklist. If requirements are not followed, SC/PRs will be subjected to prevailing Stay-Home Notice and testing requirements, and all other travellers may be denied entry into Singapore:
✓ Singapore Citizens and Permanent Residents (“SC/PRs”)
✓ Holders of a Singapore-issued Long-Term Pass (“LTPHs”) (i.e. Holders of Work Pass issued by the Ministry of Manpower, Student’s Pass issued by the Ministry of Education, or Long-Term Visit Pass issued by the Immigration & Checkpoints Authority)
✓ Short-term Visitors (“STVs”) (i.e. travellers who are not SC/PRs or LTPHs)
The following travellers are not allowed to enter Singapore via VTL (Air) and should check the requirements of other lanes for entry to Singapore:
✕ Travellers arriving in Singapore by bus via the Causeway. Fully vaccinated travellers who intend to enter Singapore from Malaysia via the Causeway should check the Vaccinated Travel Lane (Land) for more details.
✕ Non-Malaysian male Work Permit holders in the Construction, Marine shipyard or Process (CMP) Sector or staying in dormitories should apply for entry via the Work Pass Holder General Lane.
Travellers may check against the box (☐) for completed actions.
Stage 1: Before Travelling to Singapore
☐Stage 1A: Obtain an accepted proof of vaccination or Negative PCR test 2 days before Arrival to singapore
Travellers must obtain any of the acceptable proof of vaccination to be eligible for the VTL.
You may check for the acceptable proof of vaccination based on their countries/regions of issuance below. The upload instructions for Short-Term Visitors (STVs) and MOM Work Permit Holders (WPHs) will be required for Stage 1B. The QR codes of certain vaccination certificates can be verified by travellers themselves before application. Travellers are encouraged to verify that their vaccination certificates are valid using these publicly available verification tools if available, before they apply for a VTP or travel to Singapore.
MOM LTPHs may also obtain an acceptance letter from the Vaccination Check Portal and present it in lieu of an accepted proof of vaccination.
STO1/STPHL
☐ Stage 1B: [For STV/LTPHs only] Apply for Vaccinated Travel Pass
Travellers do not need to rush to apply as there is no limit on VTPs issued per day. VTL (Land) travellers should ensure they have a designated VTP bus ticket before applying for a VTP.
VTP applications are open for travellers intending to enter Singapore 3 to 60 days after today. Travellers not entering Singapore during this date range should come back on a later date to apply. A VTP is valid for entry up to 13 calendar days after the traveller’s chosen date of entry.
For a smooth application, please ensure that you have a valid passport, proof of vaccination and address in Singapore ready.
Singapore Citizens, Permanent Residents, Long-Term Pass holders (except Work Permit holders), and children aged 12 and below accompanied by vaccinated travellers do not need to apply for a VTP (Air/Land/Sea). Eligible Long-Term Pass holders must produce their Long-Term Pass/In-Principle Approval letter and proof of vaccination status to enter Singapore. Work Pass holders and their dependants may use the Vaccination Check Portal to verify their vaccination certificate and produce a copy of the acceptance letter to board the VTL flight/bus/ferry.
Work Permit holders working in the Construction, Marine Shipyard and Process (CMP) sectors, or who will be staying in dormitories will not be allowed to apply for a Vaccinated Travel Pass (VTP).
☐ Stage 1C: [If required] Apply for Entry Visa
Travellers who hold passports and travel documents issued by visa-required countries/regions must apply for an entry visa. Valid entry-visa holders, visa-exempted travellers as well as Singapore Citizens and Permanent Residents are not required to apply for an entry visa to enter Singapore.
